Horseshoe Lake: the complete cottage buyer's guide
Owning a cottage on Horseshoe Lake
Horseshoe Lake sits in Seguin Township, the first municipality you reach in Northern Ontario as you drive up the Highway 400 and 69 corridor toward Parry Sound. It is a smaller lake than the big Muskoka names to the south, and federal mapping puts the whole lake inside an area about 7 km by 6 km. Do not mix it up with the dozens of other Horseshoe Lakes in Ontario, including another one farther north in Parry Sound District.
The single most important thing to know as a buyer is how the township treats this lake. Seguin's Official Plan lists Horseshoe Lake as over threshold and highly sensitive for phosphorus. Under the plan's policies, the township does not permit new development on lakes in that category, apart from limited exceptions. In practice, the cottages that exist are what you get, and splitting off a new waterfront lot is very unlikely.
That cap on growth cuts both ways. It protects the lake from getting more crowded, which many owners value, and it means the shoreline you see today is close to the shoreline you will see in twenty years. It also means you should buy for what a property already is, with its current lot size, frontage, permits and building rights, rather than for what you hope to add later.
- Easy highway access
- Family cottages
- Rock and pine shore
History of Horseshoe Lake
The name Horseshoe Lake was formally adopted in Canada's geographical names records in 1951. Seguin Township itself is much younger. It was created on January 1, 1998, by merging the former townships of Christie, Foley and Humphrey with the Village of Rosseau. The township offices are in Humphrey.
The lake's development limits have been tested. In 2009, Seguin council refused an Official Plan amendment that would have allowed an undersized lot on Horseshoe Lake. The owner appealed to the Ontario Municipal Board, which dismissed the appeal in 2013, and a later request for review was also dismissed.
What 'over threshold, high sensitivity' means for you
Seguin sorts its lakes by how sensitive they are to phosphorus and whether they are already above their limit. Horseshoe Lake is listed in Appendix I of the Official Plan as both over threshold and high sensitivity, the most restrictive combination. For lakes in that category, the plan says council shall not permit new development, subject to narrow exceptions.
The 2009 to 2013 fight over an undersized lot on the lake shows the township applies this policy. If you are buying vacant land or hoping to sever, talk to the Seguin planning department before you make an offer.
Shoreline work, road allowances and site plans
Even on existing lots, shoreline work is closely managed. Seguin's planning pages point owners to its tree cutting and site alteration by-laws before altering a waterfront property, and the township has been reviewing its shoreline alteration and tree protection rules. Some waterfront lots also have a shore road allowance, a strip along the water that may still belong to the township, and Seguin has an application process for closing and buying it.
Some projects also need a site plan agreement with the township. Ask the seller whether the shore road allowance has been closed and bought, and whether past additions or docks had permits.
Keeping the water healthy
The over-threshold listing means the township's phosphorus model puts the lake above the limit set in its Official Plan. Owners can help with well-maintained septic systems, natural shoreline buffers and care with fertilizer. Seguin has issued blue-green algae notices on other lakes in the township, so watch for public health advisories in hot, calm weather.
Rentals, fireworks and quiet enjoyment
We did not find a short-term rental licensing program on Seguin's planning pages at the time of research. The township has held public consultations on fireworks and open-air burning rules and on a dark sky by-law. If rental income matters to you, confirm the current rules with the township before you buy.
Getting there and nearby services
Seguin is the first municipality in Northern Ontario along the Highway 69 and 400 corridor, and that highway is the main route up from the city. Parry Sound, about 225 km north of Toronto, is the nearest town for bigger shopping and services, and the township office is in Humphrey.

What to know before you buy on Horseshoe Lake
- Do not count on creating a new lot. Seguin lists Horseshoe Lake as over threshold and high sensitivity, and its Official Plan does not permit new development on such lakes except in narrow cases.
- Check the shore road allowance. Ask whether it has been closed and purchased, since an open allowance can limit what you can build at the water.
- Confirm that existing buildings, docks and additions have permits. Expanding later will run into the lake's development limits and the township's shoreline rules.
- Review Seguin's tree cutting and site alteration by-laws before clearing or regrading near the water.
- Ask the township about short-term rental rules directly. We did not find a licensing program published on its planning pages.
- Expect a quieter lake. Limits on new development keep the number of cottages, and boats, from growing.

Horseshoe Lake questions, answered
Where is Horseshoe Lake?
This Horseshoe Lake is in Seguin Township in the Parry Sound District, southeast of the town of Parry Sound. It should not be confused with the many other Horseshoe Lakes in Ontario.
Can you build a new cottage lot on Horseshoe Lake?
It is very unlikely. Seguin's Official Plan lists Horseshoe Lake as over threshold and high sensitivity, and the plan does not permit new development on these lakes apart from narrow exceptions. A 2009 attempt to create an undersized lot was refused, and the appeal was dismissed in 2013.
Is Horseshoe Lake clean?
The township's planning model lists the lake as over its phosphorus threshold, which is why new development is restricted. Good septic care and natural shorelines help, and owners should watch for any blue-green algae advisories in hot weather.
Can you rent out a cottage on Horseshoe Lake?
We did not find a short-term rental licensing program on Seguin Township's planning pages at the time of research. Rentals still have to follow zoning and township by-laws, so confirm the current rules with Seguin before relying on rental income.
How far is Horseshoe Lake from Toronto?
The lake is in the Parry Sound area. Parry Sound itself is about 225 km north of Toronto, reached by Highway 400 and Highway 69.
How big is Horseshoe Lake?
Federal mapping places the lake within an area about 7 km north to south and 6 km east to west. The water itself covers less than that box, and we did not find a published surface area or depth.
What municipality is Horseshoe Lake in?
Horseshoe Lake is in Seguin Township, formed in 1998 from the former townships of Christie, Foley and Humphrey and the Village of Rosseau. Building permits and planning approvals go through Seguin.
